The meeting was called to order at 7:00 p.m. by Bishop Croneberger.
Ms. Sandra Accommando, Executive Director of the Apostles' House, welcomed the
members and presented a history of the organization. [Earlier in the evening,
members had the opportunity to tour the facilities.] Sixteen years ago six Episcopal
Churches, that included Trinity & St. Philip's Cathedral; Christ, Short Hills;
St. Luke's, Montclair; St. George's, Maplewood; and House of Prayer, Newark had
established a program for family stabilization that led to the creation of Apostles'
House. Currently there were eight programs in two Newark facilities on Grant
Street and Avon Avenue and included a shelter for women and children; a food
pantry; a family preservation program; and temporary housing for pregnant teens.
The Leaguers will have a Head Start program on site in one of the Apostles' House
buildings. Rutgers University Business School was involved in study on the welfare
to work fare program. She expressed thanks for the support from the many churches
within the diocese.
AGENDA
It was moved and seconded to adopt the agenda with the additions of a report
on Nutley Senior Housing by the Chancellor and information about youth participation
at the Visioning Convocation by The Rev. David Badgley. The motion was adopted.
MINUTES
It was moved and seconded to accept the minutes for the meeting of December 13,
2000. The motion to accept the minutes was adopted.
EPISCOPAL COMMUNICATIONS: THE RT. REV. JOHN P. CRONEBERGER
Welcomed Ms. Laura Russell, co-chair of the Task Force to Study Violence.
Thanked the outgoing members who served two consecutive terms: Robert Simmons,
Bill Parnell and Steve Boston.
Reported on the launching of the "Leadie Eddie" program established
by Episcopal Community Development Corporation that provided lead testing in
the neighborhoods of Newark.
Reported that an anonymous donor gave one million dollars designated for educational
purposes to St. Philip's Academy, Newark.
Announced the upcoming ordinations to the priesthood for Phil Dougharty, Jocelyn
Irving and Lily DeYoung.
Asked for prayers of thanksgiving for the recoveries from gall bladder surgery
of Barbara Conroy and Bart Termini.
TREASURER'S REPORT
Mr. John Zinn presented the report. The year ended with a surplus. During the
year the budget operated on a cash basis; in December accounting switched to
a modified accrual basis to record current year pledge income in the next year.
The accrual was done yearly and counted as income not already received. This
year's accrual was slightly higher than last year. The results were contingent
on receiving the pledge income. An accrual to the national church of the expected
income was also calculated. Operating expenses were nearly on budget. Group medical
costs were over budget because of the decision to absorb in the 2000 budget the
costs for the clergy widows' coverage. The surplus may be $22,000 and will be
carried over two years. Prior year surplus of $50,000 caused by churches giving
more than they pledged. However, the amount of the surplus in a three million
dollar budget was not that significant; closer to being a break even budget.
It was moved and seconded to accept the report, subject to audit. The motion
was adopted.
CHILD PROTECTION POLICY
Ms. Bonnie Magnuson moved the ratification of the policy manual that was presented
to Council at its November meeting for use during a twelve month trial basis.
The understanding of ratification was that the diocese would use with the manual
over the next twelve months for testing and make revisions after that time period.
The motion was seconded and adopted.
TASK FORCE TO STUDY VIOLENCE
Ms. Laura Russell, co-chair of the Task Force, provided a status report on the
work of the committee. The group decided to focus on the areas of violence on
and among youth and domestic violence. A search for resources that could be used
by congregations was underway and in process. The task force will ask for an
extension to continue its work and report back to the 128th Annual Convention
with an extensive list of resources. There were a number of youth as members
of the task force. They will prepare a video on the effects of violence in the
lives of young people within the diocese.
DISTRICT DESIGN GROUP REPORT
The Rev. John Hartnett, chair, reviewed the process that brought the design of
ten districts. The list of districts was introduced at the December meeting.
There was recognition that there were flaws with some of the districts, especially
with the grouping in district six.
During February the district convocations will hold a reorganization meeting
for the election of Council representatives.
The motion to accept the organization of the ten districts was adopted. [The
district list is at the end of the minutes.]
DISTRICT BY-LAWS
Mr. Michael Rehill introduced the draft district by-laws. The draft contemplated
the adoption of the canonical amendments at the Convention.
The draft by-laws follow.
BY-LAWS OF THE
DISTRICT CONVOCATIONS
OF THE DIOCESE OF NEWARK
I. DISTRICT CONVOCATIONS
Pursuant to the provisions of Canon 8.1, the Diocesan Council of the Diocese
of Newark shall divide the Diocese into districts in each of which there
shall be a Convocation. In addition to such Canonical and other duties
as may be assigned by the Convention, the role and responsibilities of
each such Convocation shall be as determined by the Bishop.
II. MEMBERSHIP
Each Convocation shall be composed of
(i) Every Clergy person canonically resident or licensed to officiate in the
Diocese, who regularly serves a Parish, Aided Parish, Incorporated Mission
or Mission in the district as an officiating clergy person; and
(ii) Three (3) Lay persons (at least one of whom shall be a Warden, Treasurer,
Clerk or member of the Vestry or Executive Committee, and, if possible, at
least one of whom shall be between the ages of 14 and 21) from each Parish,
Aided Parish, Incorporated Mission or Mission in the district, elected at an
annual or special meeting of the Parish, Aided Parish, Incorporated Mission
or Mission.
III. OFFICERS AND THEIR DUTIES.
1. The Officers shall be a Convenor and a Secretary. The Convenor shall be
appointed by the Bishop for a one year term. The Secretary of the Convocation
shall be elected by the members of the Convocation at the first meeting of
the Convocation following Diocesan Convention, and shall have a one (1) year
term. The Secretary need not be a member of the Convocation, and may be re-elected.
No person may serve more than four (4) consecutive years in any office.
2. The Convenor shall preside at all meetings. In the absence of the Convenor,
the senior member of the Convocation Clergy present shall preside. The Convenor
shall present a written report to the Bishop, to Diocesan Council and to the
Convention on the activities of the Convocation annually, such report to be
made on or before the December meeting of Diocesan Council.
3. The Secretary (or a recording secretary appointed by the Convenor acting
under the direction of the Secretary) shall issue calls for all meetings and
shall keep minutes of all meetings. The Secretary shall report to the Convocation
at each meeting thereof. Copies of the minutes shall be mailed to the bishop's
office.
IV. MEETINGS.
1. Each district Convocation shall hold stated meetings at least quarterly
within the District. To the extent possible, the location of such meetings
shall rotate within the district. If no quorum is present at a stated meeting,
those present may adjourn the meeting to another date.
2. Special Meetings may be called by the Convenor or at the request of the
Bishop. Notice of special meetings must be given at least three days before
the date thereof by telephone or FAX. All telephonic notices must be confirmed
in writing.
3. The presence of lay and/or clergy representatives from a majority of the
Churches within the district shall constitute a quorum.
4. At the last meeting of the Convocation prior to Convention, each district
Convocation shall elect representatives to Diocesan Council. There shall be
one (1) Clergy representative and one (1) lay representative. Each shall serve
for a term of two (2) years, and no person may serve more than two (2) consecutive
two-year terms. They shall be elected in alternate years, such that the term
on one such representative will end each year.
V. REVISION.
These By-Laws may be altered or amended at any time by the concurring votes
of not less than two-thirds (2/3) of the members of the Diocesan Council, provided
notice of such proposed alteration or amendment has been given at a previous
meeting, or by the unanimous vote of all of the members of Diocesan Council
with or without prior notice.
The Rev. Geoff Curtiss raised several points for clarification, that included
What's the definition of a clergy person who regularly serves a church? What
constitutes seniority for clergy members, age or canonical residency? Were
the votes by church or by representative?
The motion to accept the draft by-laws was adopted.
EPISCOPAL CHURCH WOMEN
Ms. Doris Mardirosian reminded members about the Honoring Women program scheduled
for March. Information was sent to all congregations already. The lunch attendance
was limited this year to seven from each congregation due to size constraints.
STEERING COMMITTEE - CONGREGATIONAL VISITS
A final report on the congregational visits prepared by Susan Schink was distributed.
The Rev. Martin Bagay reported that Christ Church, Newton was visited. Several
members stated that their visits were made, although not reflected in the report.
STEERING COMMITTEE - AUTHORIZATION RESOLUTION
Ms. Doris Mardirosian moved the following resolution:
Resolved, that the Bishop or his designee and the Steering Committee be given
the authority to act on behalf of the Diocesan Council between the January
and March meetings in the event that a decision must be made during the recess.
Any such actions will be reported to the Council at its March meeting.
The motion was seconded and adopted.
STEERING COMMITTEE - VISIONING CONVOCATION REGISTRATION AND AGENDA
Ms. Doris Mardirosian reminded members to complete the registration form for
the Visioning Convocation as soon as possible.
The Rev. David Badgely distributed information and an application for young
people to register for the Visioning Convocation.
NUTLEY SENIOR HOUSING
Mr. Michael Rehill presented a Certificate of Amendment to the Certificate
of Incorporation for the Nutley Episcopal Senior Housing, Inc.
It was moved and seconded to adopt the Certificate of Amendment. The motion
was adopted.
The benediction was pronounced by The Rev. Paul Walker.
The meeting was adjourned at 8:45 p.m.
