The meeting was called to order at 7:00 p.m. by Bishop Croneberger and opened with self-introductions. [A revised Diocesan Council Handbook was distributed and during the meeting the different sections were described and referenced.]

WELCOME AND INTRODUCTIONS

Bishop Croneberger welcomed Diane Sammons, Esq., as the new chancellor, and Ms. Donna Frischknecht, Voice editor.

He reviewed the role of the Chancellor as the bishop's legal advisor. Congregational legal issues that might require legal assistance will be handled initially through the offices of the Canons before referral to the chancellor or vice chancellors.

Self-introductions were made by the members.

ORIENTATION

A Diocesan Council handbook was distributed to the members. The contents included much of that now included in the resource books for wardens and clergy, and had a separate section unique for the work and responsibilities of Council. The section included: membership list; Visioning Threads; Priorities; council job description; corporation responsibilities; diocesan budget; district listing, district conveners, district by-laws, district funding; diocesan map; directions to Episcopal House and St. Agnes', Little Falls.

ROLE OF COUNCIL

The Rev. E. Bevan Stanley shared his remembrance of the history of the role of council by telling a story (much to the delight of everyone).

Once upon a time, there was a council which sat around and did whatever the bishop said. There was much peace and sometimes even slumber. Then the word of the Lord came to Kim Capwell. He arose and said, "Hearken to the canons. It saith herein that we are to plan and evaluate the program of the diocese. Allocated resources and make a budget." And the Bishop said, "Hurray! Almost had I despaired of life coming into these dry bones." So a committee went to work and using the threads from the visioning convocation they wove a fine tapestry of the life and program of the diocese. The council looked at it and said, "this is too complicated and doesn't fit what we have to do. So the committee tried again, here is durable and tough cloth that should wear well in many kinds of weather. This cloth is the mantle that you now take up. Wear it well, and when necessary take it off, roll it up, and smite the waters to go through on dry land.

The Rev. E. Bevan Stanley reviewed the changing role of council that began with the Visioning Convocation in January 2001 and through the past three years when the Role of Council Committee (Jack Stanton, Briggett Keith, Bevan Stanley, Pat Yankus, Doris Mardirosian, Bill Riker, Kim Capwell) worked to identify the tasks and responsibilities of the Council as defined by the Canons of the Diocese and to respond to the priorities set by the bishop. The collaboration resulted in the priorities and job descriptions presented in the handbook.

The job description for council members was reviewed by Mr. Stanley.

Bishop Croneberger reviewed the Threads from the Visioning Convocations, pieces of our life a the time of the conference that were viewed as important, and the priorities that he defined last year. He also reviewed his priorities for council that included: 1) Lead the programmatic planning process of the diocese; 2) Develop and implement strategy for mission congregations; 3) Develop and implement ways to assist the Districts in their vision and their work; 4) Encourage partnerships between congregations within the diocese; 5) Recommend goals and criteria for a partner relationship with another diocese and explore possible relationship with dioceses currently looking for a companion; 6) Analyze the committees, commissions and task forces currently working in the diocese.

COMMITTEE DESCRIPTIONS & ASSIGNMENTS

The January meeting of Diocesan Council included discussions on the new council committees of Congregational Vitality, Inclusion, Discipleship and Apostolate. The questions that guided the discussion were: What are the most important tasks for this committee in its first year? With which individuals and groups should this committee be in touch? What else would help Council 2004 implement this committee?

Ms. Pat Yankus led the members into a continued discussion in small groups. Members self-selected membership on one of the four committees.

After the time for discussion, the groups reported back. Congregational vitality: lots of work to do, but excited about doing it; sense of the questions to ask. Apostolate: questioning the nature: organizational, regulatory, evaluative, what's the work? Discipleship: need to determine how Christian formation already happens and how to get the information out. Inclusion: recognized that groups were working already, but they still might need resources; concerned that only three people self-selected the committee.

COUNCIL'S FINANCIAL OVERSIGHT

Mr. John Zinn reviewed the council's financial responsibilities that included the annual diocesan budget; funding sources (ACTS/Vim, Ward J. Herbert Fund, Outreach Funds, Jersey City funds); senior housing corporations; and community development corporations.

MINUTES

Motion: It was moved and seconded to accept the minutes for the meeting of January 14, 2004 as prepared. The motion to accept the minutes was adopted.

MEDICAL INSURANCE COST SHARING RESOLUTION

Mr. John Zinn reported that follow up with churches regarding pledges for 2004 had produced additional income of approximately $24,000. Since this information had become available just the day before, it was decided that the time between this meeting and next month's will be used to review the budget to determine how best to allocate the money. The review might affect the medical insurance cost sharing resolution.

Motion: It was moved, seconded and adopted to temporarily adjourn the meeting of Council.

The President called the membership of the Jersey City Community Development Corporation to order.

JERSEY CITY EPISCOPAL COMMUNITY DEVELOPMENT CORP. BOARD ELECTIONS

Mr. John Zinn moved the following resolution:

Motion: Resolved, That the following be elected to the Board of Jersey City Episcopal CDC to the Class of 2004 to 2006: The Rev. Geoff Curtiss, Ms. Eugenia Suthern, the Rev. David Hamilton, and Ms. Carol DeJesus; and, be it further

Resolved, That the following slate of officers are ratified for the term of January 2004 to December 2004: Mr. Peter Van Brunt, President; Ms. Carol DeJesus, Vice President; Mr. Andrew Hubsch, Vice President; Mr. Roger Williams, Secretary; Mr. Sidney King, Treasurer; Ms. Carol Harrison-Arnold, Chairperson of Board Governance Committee; and, Mr. Benjamin Dineen, Chairperson of Development Committee.

The motion was seconded and adopted.

Motion: It was moved, seconded and adopted to adjourn the meeting of the membership of the Jersey City Community Development Corporation.

The Diocesan Council was called back into session.

ANNOUNCEMENTS

Ms. Susan Kynor reported on the recent meeting of the Province II Council and provincial network coordinators this past week.

Mr. Sidney King announced the Absalom Jones service on Sunday, February 15 at 3 p.m. at Trinity + St. Philip's Cathedral.

Ms. Glenda DeKruif announced this weekend's Happening.

Ms. Carol Taylor announced this week's "Call to Action" session with the diaconal candidates.

Ms. Valda Wright asked for prayers for the Rev. Canon Mabel Katahweire, who was suffering with cancer, and for her husband, the Rev. Ernest Katahweire.

The Rev. Canon Gervais Clarke expressed his dismay with an email sent to council members urging them to defeat a proposed resolution on medical cost sharing. (As it happened, the resolution had been an agenda item but was postponed until next month. The postponement was requested by the Chief Financial Officer, because as reported elsewhere in the minutes additional 2004 pledge income was received the day before the meeting that would have an impact on the budget. The additional time was needed to review the current budget in light of the additional income.)

Bishop Croneberger gave health updates on several people within the diocese.

The meeting was adjourned at 8:40 p.m. with prayer by Bishop Croneberger.
